The New Zealand Code for Cyclists states:

When following a vehicle, you must have enough clear space to stop, should the vehicle in front stop suddenly.  The exception is where cyclists are participating in council-approved cycle events that allow cyclists to closely follow one another (typically referred to as ‘drafting’ or ‘paceline cycling’).

Hazards need to be pointed out to cyclists behind.

Generally, council-approved cycle events are conducted on roads that are temporarily or permanently closed to public driving.
