Operational Risk means -

(A)       systems fail [ie. YELP website doesn't provide requisite information set out in Section 19 "Conditions Precedent to Propagation of YELP to all other Australian States"]; and/or

(B)       human resources are not provided in time to complete agreed, attainable tasks [ie. the Research Programme Team or the Recreational Exercise Consultants are not sourced in time].
