Section 16.(j) reviews a 'Case Study' of 13 volunteer interested adults in Massachusetts USA with varying ailments (AIDS, Type 1 Diabetes, Depression, post-divorce trauma, Obesity and post-fatality trauma) who accepted a Challenging Invitation from a Team Of Clinicians And Sports Therapists Supported By An RTV Producer to tackle a rigorous recreational exercise activity, namely the 2007 Boston Marathon.

Watching the video and reading the Marathon Diaries about the determination to train with their "team" in the Winter rain is testimony that 2) above is not immaterial.
Logically, encouraging Interested Adults to introduce a Rigorous Recreational Exercise Activity to Materially Alter Lifestyle to experience the emotional and physical benefits the 12 Boston Marathon 'Finishers' experienced is not a simple task because if it was Australia would not beset by escalating levels of Obesity and Diabetes 2.
Annexure C of the Business Plan acknowledges both NSW Department of Health and Federal Department of Health and Ageing's strategic plans to encourage a healthy lifestyle.
Annexure C(i)(a) asserts that relying on the Traditional Role of Government, Government is able to address the "risk factors" and "protective factors" noted in A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010by implementing "B." of Annexure C(i)(a), which does not require the collective "strong will and sustained action by (all of) individuals, families, communities and governments" and can be completed for a relative pittance due to -
i. substantive economies that e-Learning / e-Techniques enable; and
ii. the roll-out plan has been prepared by a seasoned sports administrator who has project finance infrastructure, financial modelling and I.T. skills.
Annexure C(ii) contend that the 'Principle of Comparative Advantage' supports GPs referring interested GP's Patients with any of Five Lifestyle Risk Factors For Chronic Disease to a Recreational Exercise Consultant to implement the below Final Three Stages of Lifescripts' Five Basic ‘Stages of Change’ because GP's don't have requisite time and most GP's don't have the Supervision skills - ipso facto it is not cost-effective for GPs to action the following 3 stages:
3. Decide and prepare to make a change (determination/preparation)
4. Implement genuine, determined action (action)
5. Over time,
attempts to maintain the new behaviour occur (maintenance).

It snapshots the merit of conducting a successful 12 months Pilot, including 9 months Research Programme, because Capex to improve the productivity of Human Brownfield Infrastructure will be cost-effective.
