10.        12 month Pilot in NSW of the Youthful Exuberance Lifestyle Programme ("YELP") necessitating NSW Department of Health or another Health Agency employing 20 Recreational Exercise Consultants who would -

¨               "Supervise" Interested Adults into 8 Rigorous Recreational Exercise Activities; and

¨               "Refer" other Interested Adults to local Organisers of 6 Moderate Recreational Exercise Activities,

              for 14 Recreational Exercise Activities available at an existing +900 District Recreational Exercise Groups across NSW

Section 4 asks -

a)         should Australian Governments establish a Youthful Exuberance Lifestyle Programme to proactively assist Interested Adults Materially Alter Lifestyle to reduce Seven Problems?

b)         could a Youthful Exuberance Lifestyle Programme -

 *          provide GPs Patients with a new "safe" option to ward off anxiety/Depression, Obesity/Type 2 diabetes and excessive Recreational Drug Use by suggesting such adults; and

             *          enable other Adult Enquirers interested to Materially Altered Lifestyle,

             by sourcing an accredited Recreational Exercise Consultant to Supervise such Interested Adults join a District Recreational Exercise Group to Materially Alter Lifestyle by implementing Positive Lifestyle Changes which Change Social Values.

Section 4.(a) contends that GPs can be equipped with a safe treatment for anxiety/Depression, Obesity/Type 2 diabetes and excessive Recreational Drug Use by refereeing GPs Patients, who escalate through the initial two Stages of the Five Basic ‘Stages of Change’ with their GP, on to a Recreational Exercise Consultant by referring their GP's Patient to a Recreational Exercise Consultant to complete the Final Three Stages.

Section 4.(b) asserts that many adults lose both the mental and physical resilience they gained from the natural behavioural pattern of Youthful Exuberance due to Five Lifestyle Behaviour Influences.

Section 4.(c) purports that pursuing Economic Materialism generally comes at a stressful price due to Five Lifestyle Behaviour Influences.

Section 4.(d) posits that many citizens view regular exercise as a necessary burden and maintains that Rigorous Recreational Exercise Activity within a Common Bond Support Group is lots of fun and addictive.

Section 4.(e) points out that current stress management literature doesn't highlight that Challenging, rigorous, enjoyable, outdoor, regular exercise within a Common Bond Support Group enhances Coping Skills materially more than "regular exercise" ie. a 30 min walk daily

This Business Plan proposes that National Health & Medical Research Council of Australia and Department of Health NSW conjointly fund a 12 month Pilot in NSW to employ 20 well-credentialed "exercise conscious" sports administrators, as Recreational Exercise Consultants, who possess Ten Sport Administration Attributes, to "Supervise" and "Refer" Interested Adults into one of the below 14 Recreational Exercise Activities available at +900 Existing District Recreational Exercise Groups across NSW presently available on an independent basis which on a YELP Website can be co-ordinated into 14 inter-dependent Recreational Exercise Activities co-ordinated by Recreational Exercise Consultants who are very familiar with all facets of a particular Recreational Exercise Activity(s).

The 20 Recreational Exercise Consultants would individually Supervise Interested Adults who want to Materially Alter Lifestyle by joining a local District Recreational Exercise Group for the Rigorous Recreational Exercise Activity the Interested Adult selected.

There are 11 requirements and steps to a Recreational Exercise Consultant Supervising an Interested Adult commence a Rigorous Recreational Exercise Activity.  Attribute (vi) of the Ten Sports Administration Attributes for a Recreational Exercise Consultant to Supervise an Interested Adult is that "each consultant initially personally knows at least 12 Organisers of at least four District Recreational Exercise Groups."

Below are other Organisers that the Writer knows across three Rigorous Recreational Exercise Activities:

*        David Matcham, John Bamford (Cyclops bicycle group)

*        Graeme Edwards, Keith Griffin, Doug Stewart (Bike North BUG)

*        Mike O'Reilly (BiciSport Bicycle Racing Club)

*        Brenda Baldwin (Kiama BUG)

*        President Kerry Ruffles, Brian Crawford (Cycling NSW)

*        Greg Neale (Gentleman Wheelers BUG)

*        CEO Alex Unwin, Donna Little (Bicycle NSW)

*        Roy McEwan (Southern Highlands Cycle Club)

*        Garry Armsworth (Audax NSW)

*        Greg Cunningham (Pedal Power ACT)

*        Rex Secombe (Muggaccinos bicycle group)

*        Dean Gardner (Sydney Harbour Kayaks, The Spit Bridge Mosman)

The 20 Recreational Exercise Consultants would also assist other Interested Adults who seek to commence one of the 6 Moderate Recreational Exercise Activities by Referring such Interested Adults to a local Organiser for that moderate activity.  The comprehensive list of duties and obligations to Supervise an Interested Adult are restricted to the 8 Rigorous Recreational Exercise Activities which include some patent dangers.  Assisting an Interested Adult commence a Moderate Exercise Activity is an elementary task and is limited to Referring to a local Organiser for the nearest Moderate Exercise Activity Group.

Interested Adults would either be suggested by their local GP ("GP's Patient") or would of their own volition ("Adult Enquirer") source a Recreational Exercise Consultant from a YELP Website controlled by an agreed health agency.
