4.         Should Australian Governments establish a Web platform lifestyle programme to assist Interested Adults change their Lifestyle Behaviour to reduce the Seven Problems where the results of the programme are quantified at no cost by using e-Research Techniques?   A lifestyle programme based on encouraging Interested Adults to re-ignite Youthful Exuberance by selecting one of 14 Recreational Exercise Activities after sourcing (on a Youthful Exuberance Lifestyle Programme Website) an accredited Recreational Exercise Consultant who would Supervise such Interested Adults join a local  District Recreational Exercise Group.

            Would commencing a Recreational Exercise Activity Materially Alter Lifestyle by implementing Positive Lifestyle Changes which Change Social Values to reduce the Seven Problems?

            Would a Youthful Exuberance Lifestyle Programme -

            (i)          provide GPs Patients with a new "safe" option to ward off anxiety, mild depression, obesity/diabetes by suggesting such adults; and

            (ii)         enable other Adult Enquirers to Materially Alter Lifestyle?

Annexure C of the Business Plan -

I.           opines on the separate future strategic documents and websites of NSW Department of Health and Federal Department of Health and Ageing regarding promoting healthy lifestyles;

II.          notes that both tiers of Government are committed to treating the cause of good health which is cheaper/than Government paying for the cost of negligent health; and

III.         identifies that the Youthful Exuberance Lifestyle Programme can materially cost-effectively benefit separate policy aspects of both strategies.

Annexure C(i)(a) -

I.           opines on, amongst other NSW Department of Health's releases,  A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010, and posits that reducing "risk factors such as smoking, obesity, risky alcohol use and stress" and increasing "protective factors such as good nutrition, physical activity, healthy environments and supportive relationships" (asserted in the above NSW Dept of Health strategic plan) are NOT reliant upon all of "individuals, families, communities and governments" for a material number of adults afflicted with one or more of the abode risk factors; and

II.          asserts that to redress the above "risk factors", Government is required to action "B." of Annexure C(i)(a) for a relative pittance due to -

              i.          Ten Sports Administration Attributes of the Recreational Exercise Consultant;

             ii.          substantive economies that e-Learning and e-Research Techniques enable; and

iii.          this Business Plan prepared by a seasoned sports administrator who has Project Development and I.T. skills.

Annexure C(ii) -

I.           notes that Federal Department of Health & Ageing's Focus on Prevention 'inter alia' equips GPs with Lifescripts Kits, including Motivational Interviewing Skills, to treat Five Lifestyle Risk Factors For Chronic Diseases; and

II.          contend that the 'Principle of Comparative Advantage' supports GPs referring patients with any of Five Lifestyle Risk Factors For Chronic Disease to a Recreational Exercise Consultant to implement the below Final Three Stages of the Five Basic ‘Stages of Change’ as it is not cost-effective for GPs to action them:

                     3.    Decide and prepare to make a change (determination/preparation)
                     4.    Implement genuine, determined action (
action)
                     5.    Over time, attempts to maintain the new behaviour occur (
maintenance).  

Section 4.(a) elaborates II immediately above.

Rigorous exercise -

(i)         is a natural tranquilizer rendering the exerciser less depressed, tense and less confused or fatigued; and

(ii)        is a self-help which diminishes the appetite for food and Recreational Drug use.    

This Business Plan -

A.         contends it can cost-effectively diminish Seven Problems afflicting the planet; and

B.         establishes that explicit Youthful Exuberance Lifestyle Programme will encourage Interested Adults to implement Positive Lifestyle Changes which Change Social Values to achieve the Seven Benefits Of Materially Altered Lifestyle?

Communities will be more cohesive and productive due to Interested Adults being Supervised to experience the social and health benefits of regular, rigorous exercise in the great outdoors amongst a Common Bond Support Group, defined as a District Recreational Exercise Group. 

Around 20% of Recreational Road Cyclists will attest that the discipline to remain competitive with their cycle buddies on weekend road rides has caused them to abandon a former lifestyle characterised by Obesity and substance addiction.  A few have lost >33% of their former body weight and materially reduced Recreational Drug Use.  One male, Andrew aka TugBoat reduced his body weight from 110kg to 55km which is 50% loss because of Andrew's conviction to cycle faster up King of the Mountain Climbs.  Click on: Dozen Resolute Diehards which profiles highly driven Recreational Road Cyclists, several of which have Materially Altered Lifestyle because of the joys of Youthful Exuberance and the Hypothesis.

Government should set up an explicit Youthful Exuberance Lifestyle Programme for their constituents by marshalling the enthusiasm and talents of proven/seasoned exercise conscious sports administrators.  Such sports administrators, hereinafter referred to as Recreational Exercise Consultants, would have the Ten Sport Administration Attributes.
