1.        What?  When?  Where?  Why?  How?  and  How Much?

What?

*          Marshal the enthusiasm, dedication, proven track-record, networking and liability risk management acumen of seasoned sports supervisors who have given a lifetime to voluntary sports administration (known as Ten Sports Administration Attributes) to select 20 Recreational Exercise Consultants (who are around retirement age) to work in a 12 months Pilot in NSW of a Youthful Exuberance Lifestyle Programme ("YELP")

*          To assist 5,000 circa Interested Adults across NSW commence one of 14 Recreational Exercise Activities in NSW at one of an existing +900 District Recreational Exercise Groups.

*          9 month Research Programme (within 12 month Pilot) involving 50 Volunteers to measure the Hypothesis' scope to reduce the Seven Problems through YELP.

*          Upon the Pilot achieving Critical Mass and the Research Programme proving in the End Of Research Programme Progress Report (prepared by the Research Programme Team) that the Hypothesis cost-effectively reduces the Seven Problems, then Propagate the Youthful Exuberance Lifestyle Programme to a further 10,000 Interested Adults across Australia by end-2010 by deploying Three Low Cost Propagation Initiatives.

*          Purpose Built Quant Modelling Software will -

(i)        quantify the change in Personal Health And Fitness, Coping Skills, Cognitive Skills, Family Unit Cohesion, Recreational Drug Use and the Carbon Footprint within each of the 50 Volunteers in the Research Programme due to the effects of the Hypothesis from responses in e-Research  Techniques within initial three of the Four Hypothesis Test Reports; and

(ii)       approximate the change in Personal Health And Fitness, Coping Skills, Family Unit Cohesion, Recreational Drug Use and the Carbon Footprint across the 5,000 NSW Participants in the Pilot relying on the Internet Participant Progress Report submitted by each Participant.

*          Pursuant to Conditions Precedent To Propagation results of the Research Programme and the Pilot will be used to forecast/project the Economic Return On Capex and change in Cashflow resulting from fiscal allocations for Capex on Human Brownfield Infrastructure to garner an additional 10,000 Participants across Australia from Propagation to end-2010.

When?

In the event that NSW Dept of Health appoints the Writer as the Head Consultant For Pilot, Research Programme And Conditions Precedent To Propagation, the Writer would - .

*          complete Head Consultant's Conditions Precedent To Pilot between 1 Jan 2008 and 31 March 2008

*          take ownership responsibility for 12 months Pilot from 1 April 2008 to 31 March 2009.

*          take ownership responsibility for 9 months Research Programme from 1 May 2008 to 31 January 2009.

*          take ownership responsibility for Conditions Precedent To Propagation to the 5 other Australian states by 1 June 2009.

*          take ownership responsibility for Propagation to the 5 other Australian states from 1 July 2009.

Where?

*          Limited to NSW until 31 March 2009

*          Propagated across Australia from 1 July 2009

Why?

*          Cost-effectively treat Seven Problems which cost Australia more than $100 billion annually in fiscal revenue and lost productivity to achieve Seven Benefits Of Materially Altered Lifestyle and improve the productivity and QOL of Australia's Human Brownfield Infrastructure.

*          Establish a Critical Mass of 5,000 Interested Adults who commence one of 14 Recreational Exercise Activities during the 12 months Pilot in NSW to deploy Three Low Cost Propagation Initiatives at the end of the Pilot in order to Propagate for a relative pittance YELP across Australia to 10,000 additional Participants by end-2010.

*          Youthful Exuberance Lifestyle Programme will treat the "risk factors" and "protective factors" identified in NSW Department of Health's A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010 without the collective "strong will and sustained action by (all of) individuals, families, communities and governments" due to substantive economies that e-Learning / e-Techniques enable and Ten Sports Administration Attributes.

*          'Principle of Comparative Advantage' supports GPs referring interested GP's Patients with any of Five Lifestyle Risk Factors For Chronic Disease to a Recreational Exercise Consultant to implement the Final Three Stages of Lifescripts  Five Basic ‘Stages of Change’ because GP's don't have requisite time and most GP's don't have the Supervision skills - ipso facto it is not cost-effective for GPs to action the Final Three Stages.                   

How?

*          Business Plan applies the logic of:
*      'Research' the Seven Problems;
*      determine the Causes; and
*      provide a 'Remedy' to impact the Causes to reduce the Seven Problems.

*          Marshal the Ten Sport Administration Attributes of proven volunteer sports administrators around retirement age to employ 20 Recreational Exercise Consultants for the 12 months Pilot - approx 50% of the 20 will only be employed for average 9 months as many are presently in wind-down employment.

*          Deploy e-Training, e-Learning and e-Research Techniques on Youthful Exuberance Lifestyle Programme Website for 5,000 circa Interested Adults across NSW to -

A.         receive Training Procedures for their selected Recreational Exercise Activity to Acquire Theoretical Knowledge; and

B.         enter the following information to materially reduce data dissemination, collection and analysis costs:

(a)        Test Interested Adults on their comprehension of Training Procedures by a Multiple Choice Test;

(b)        submit an Internet Testimonial on the Supervision performance of their Recreational Exercise Consultant;

(c)        a Internet Participant Performance Report by each Participant on -

   *        their continuation of the Recreational Exercise Activity in their District Recreational Exercise Group and;

*        their Materially Altered Lifestyle; and

(d)        50 Volunteers submit Four Hypothesis Test Reports for the 9 months Research Programme to measure the Hypothesis' scope to materially reduce the Seven Problems, including monitoring 12 months after Research Programme ends.

*          Commoditise 8 Rigorous Recreational Exercise Activities and 6 Moderate Recreational Exercise Activities presently provided by +900 District Recreational Exercise Groups within NSW in an unstructured, independent basis into 14 interdependent Recreational Exercise Activities co-ordinated by Recreational Exercise Consultants (ie. utilise the vast information delivery speed and massive database capacity of the Internet to convert a potpourri of 900 different sporting clubs/groups across NSW for 14 different sporting activities into an integrated product range of 14 Recreational Exercise Activities).
