The Commission of the European Communities report from Brussels dated 10 Jan '07 to Council and European Parliament titled "Sustainable power generation from fossil fuels - aiming for near-zero emissions from coal after 2020" - (i) acknowledges significance of fossil fuels, in particularly coal, to future global energy demands; (ii) recognises future use of coal must be compatible with sustainability objectives and climate change policy; (iii) considers transition to sustainable fossil fuels technologies hinges on commercial demonstration of C02 Capture and Storage ("CCS") and existence of an economic/regulatory environment that will reward low-carbon technologies and provide sufficient motivation for investment decisions preferring technological solutions with CCS over non-CCS ones; (iv) considers that future gas-coal price ratios and CO2 allowance prices will determine investment decisions in new power generation in coal, gas and renewables, whereupon energy utilities will optimise their generation portfolio towards a combination of minimum risk and maximum return on investment; and (v) believes success of sustainable coal and particularly commercialization of CCS will offer opportunities to exploit new technologies to apply other fossil fuels, particularly gas-fired power production. |
