I. PREVIOUS UNSUCCESSFUL TREATMENT BY GPs OF 'LIFESCRIPTS' FIVE BASIC ‘STAGES OF CHANGE’ Under Federal Department of Health & Ageing's Focus on Prevention circa 2007, GPs via Lifescripts were charged with encouraging some unhealthy adult patients to desist from a Negligent Lifestyle Behaviour due to any/all of Five Lifestyle Risk Factors For Chronic Disease: by inter alia 1. Quitting smoking, 2. increasing physical activity, 3. sustaining a healthier diet, 4. maintaining healthy weight, 5. reducing alcohol consumption. Alas, the annual social costs of tobacco, alcohol and illicit drugs grew to $56.1 billion in 2004-05 and annual Obesity/Type 2 Diabetes in "Weighing it up - Obesity in Australia" - May 2009 are testimony that Lifescripts encouraging GPs to follow the Five Basic ‘Stages of Change’ had been unsuccessful because most GPs were incapable of carrying out the below Final Three Stages:
In late 2007 the then Fed Minister for Health and Ageing, Tony Abbott, contended on ABC radio that Lifescripts was the front-line Preventive Health vehicle for assisting Australians to live a healthier Lifestyle and supported GPs applying the Five Basic ‘Stages of Change’ treatment. Around early 2008 reference to GPs treating patients under the Five Basic ‘Stages of Change’ transition steps was withdrawn from the Lifescripts web pages. The Five Basic ‘Stages of Change’ has mysteriously reappeared in the “Measure Up” campaign. The inability to assist Australian adults progress through the Final Three Stages to overcome Five Lifestyle Risk Factors For Chronic Disease perpetuates the Negligent Lifestyle Annual Costs which exceed $155b. II. HEALTH PROGRAMMES GLOBALLY RESEARCHED Reference Documents, Health Agencies, Health Programmes and Websites provides over 100 Preventive Health, recreational exercise information and Climate Change reports, across Australia, NZ, Europe and USA which the Business Plan Developer has read and separately summarised many of them in the First Business Plan. The best is Boston Marathon Challenge Template Of YELP Primary Research Programme because invariably too many of the others merely inform/warn of the pitfalls of Obesity/Type 2 Diabetes, not maintaining a Healthy Diet, Recreational Drug Abuse, Sedentary Lifestyle, "all work and no play" etc. But do not provide people with the skills and enthusiasm to assist interested adults to improve their Lifestyle Behaviour. Many Preventive Health programmes in Australia target youth Obesity and youth binge drinking seemingly because it is easier to visit the schools. The initiatives that target adults fail to deliver a programme "that you can scratch and feel" with a Milestone Completion Timetable, Propagation Forecasts And Targets, Forecast Return On YELP Capex and Budget Costs, which will enthuse Interested Adults to want to ‘jump out of bed on the weekends to hang out with their exercise friends' by re-igniting the skills they learnt during their Youthful Exuberance Growth Phase, and thereby achieve Fifteen Benefits Of Materially Altered Lifestyle. III. YELP TREATMENT TO REDUCE FIFTEEN PROBLEMS The YELP First Business Plan: 1. An Holistic Hub Preventive Health programme which - (a) deploys Adverse Effect And Cause Logic to identify the Causes of Negligent Lifestyle Behaviour that produce 'inter alia' Fifteen Problems; and (b) will reduce the Adverse Effects and associated Adverse Costs of all Fifteen Problems. 2. Favours the Five Basic ‘Stages of Change’ treatment, developed by Zimmerman/Olsen/Bosworth of Wright State University School of Medicine, Dayton, Ohio, but substitutes RECs in place of GPs to implement the Final Three Stages because - (I.) the vast majority of GPs - (i) do not have requisite time; and (ii) do not possess the Supervision skills that RECs possess to Perform Nine Duties & Obligations Of Supervision. (II.) GP's delivery costs far exceed that of a REC; and (III.) RECs would have to achieve Accreditation Benchmarks not limited to possessing Eleven Sport Administration Attributes which are quantified by a 100 Point Test and can utilise/benefit from the below Twelve Low Cost Propagation Initiatives: and e-Research Techniques on YELP Website. 3. Commoditise (initially for the Pilot) on YELP Website the unstructured array of existing sporting groups, which presently provide the 15 REAs, into an integrated structure of 9 RREAs and 6 MREAs. 4. YELP SPV would Encourage An Optimum, Uniform Delivery Model. 5. relies on Existing Recreational & Competitive Exercise Infrastructure and draws upon Existing Human Resources; 6. Utilise Existing Recreational & Competitive Exercise Infrastructure and draws upon Existing Human Resources. 7. Secondary Purpose of YELP SPV is to facilitate Community Driven Regulation To Minimise Trauma Accidents to reduce Serious Sporting Accidents within Interested Adults who commence a RREA in a LDREG (such trauma accident would be more disposed to LDRREGs) by Regulating Existing Sporting Activity Providers which entails delivering via e-Learning Techniques on the YELP Website Risk Management Protocols - (i) a Risk Warning; (ii) a Liability Acknowledgement; and (iii) Training Procedures to Acquire Theoretical Knowledge.

- 26. A PPP JV which establishes a YELP SPV accords with our Prime Minister's ethos - A. at the 2020 Summit in particular "The Australian Government is committed to promoting a national culture of creativity, innovation and enterprise"; and B. when opening the Australian Davos Connection's Philanthropy Summit "When you have the government, the community and the corporate sector acting creatively together you actually end up, often, producing a much better service, a much more creative service, and one much more tailored to local communities." 27. Propagation Forecasts And Targets - * > 44,000 new Participants by end-2014 enjoying a Recreational Exercise Activity; * >100,000 new Participants by end 2015 thereby achieving Collective Action; and * >165,000 new Participants by end 2016, who have Materially Altered Lifestyle leading a Local Community Healthy Lifestyle. 28. A "..... community-based disease prevention program" where "Two Legendary Endurance Cycling Challenges" in the Primary Research Programme where all 15 REAs are infinitely easier than successful "Marathon Challenge" template will achieve the Two "Deal Breaker" Purposes Of The Primary Research Programme. 29. Provides Business Plan Developer's draft article Having 'confidence in the structure' not about 'spending squillions' which 'inter alia' explains that the YELP First Business Plan Achieves All Taskforce's Terms Of Reference. 30. Provides Business Plan Developer's draft Confidential Letter to Producer of Choir of Hard Knocks, C/- Australian Broadcasting Corporation. 31. Encourages the Taskforce to rather than merely accept a Top-Down "Fits Terms of Reference" Driver to rather adopt a Bottom-Up "Programme Justified" Driver by reaching beyond the Taskforce's scope of the Terms Of Reference in order to derive Fifteen Benefits Of Materially Altered Lifestyle. 32. Accords with the House of Representatives Standing Committee on Health and Ageing report "Weighing it up - Obesity in Australia" - May 2009, in particular:
33. Able to launch on 13 Aug 2011 the 16 Months Tenure Of Preparatory Research Programme and within the 21½ Months Tenure Of Pilot to 'inter alia' achieve by end 2015, 400,000 fitter, stronger Australian Interested Adults better able to work (from 2023) to the 67 pension age. IV. DELIVERABLES AND COSTS Annexure I. "Deliverables And Costs" - * snapshots the >100,000 Interested Adults which commence as a Participant one of 15 Recreational Exercise Activities by end-2015 (set out in Propagation Forecasts And Targets, Milestones Timetable and Pilot Goals, Forecasts and Predictions) will Materially Alter Lifestyle ---- 100,000 Participants constitute Collective Action; and * sets out the low YELP Budget Costs in 'YELP Budget.xls'. 100,000 new Participants constitutes a Cultural Social Change Less Reliant On Economic Materialism where a Local Community Healthy Lifestyle becomes the socially accepted norm. 20 Month Budget to cover issuing post- Pilot and post-Research Programme reports is $2,963,275 which includes the Event Team delivering the Annual King of the Mountain Challenge Series in Sydney, Melbourne, Brisbane and Canberra in 2011 (explained below) in the 4th Phase Product. Should the Equity Holders approve the Propagation Phase upon achieving the Two "Deal Breaker" Purposes Of The Primary Research Programme, the forecast 'Aggregate Cost' of YELP to end June 2016 is $19.4m as shown in Column L of worksheet 'Yelp Budget - 4 years' in spreadsheet YELP Budget.xls. 50.01% of these costs would be absorbed by Two Major and Two Minor Public Equity Holders. The remaining 49.99% would be incurred by the 12 Private Sector Equity Holders which equates to an aggregate Equity Contribution. Whereupon each of the 12 Private Sector Equity Holders Equity Contribution would be $805,167 as noted in Column K of worksheet 'YELP Budget 4 Years' in the YELP Budget.xls $800,000 circa would be spread over 4 years at an average Equity Contribution of $200,000 pa circa. AUD$19.4m Budget Costs for YELP SPV to end June 2016. Budget Costs for all Five Business Plans are summarised in R&D Time, Budget Costs To Propagate and Project Life for Five Business Plans V. 21½ Months Tenure Of Pilot - INCORPORATING A - * 16 Months Tenure Of Preparatory Research Programme; AND * 10 Months Tenure Of Primary Research Programme
16 Months Tenure Of Preparatory Research Programme for the Six Reasons For Preparatory Research Programme involving 150 'Team YELP' Participants across 5 States and ACT, selected pro rata across the six state capitals and ACT, forming 50 x 3 person teams in small, discreet LCCBSGs for a 6 Months Training Schedule progressively commencing in Sheffield Tasmania on 13 August 2011 and concluding on Sun, 9 Dec 2012 in Canberra ACT, to either swim, cycle or run in their states Annual Endurance Triathlon to either swim, cycle or run in their states Annual Endurance Triathlon. The Two "Deal Breaker" Purposes of 10 Months Tenure Of Primary Research Programme are to - A. monitor 50 Volunteers complete Two Legendary Endurance Cycling Challenges and quantify the Hypothesis' scope to achieve the Forecast Return On YELP Capex by reducing each of the Fifteen Problems; and B. create a highly impressive RTV Promotion by filming selected Volunteers during the Primary Research Programme - described in Equity Holder's Input Contribution For YELP Pilot and Primary Research Programme which would be featured in proposed "Hilly Rides Challenge" on ABC1 television - which highlights how personally satisfying and addictive it is to train together to complete Two Legendary Endurance Cycling Challenges amidst a LCCBSG, assisted by a REC and relying on e-Learning and Training Techniques on a YELP Website, thereby commencing a Local Community Healthy Lifestyle. RTV Promotion of the positive results of a Primary Research Programme (within a 21½ Months Tenure Of Pilot) in reducing the Fifteen Problems will materially springboard Propagation across Australia. All 50 Volunteers in the Primary Research Programme would need to be presently leading a Sedentary Lifestyle and afflicted by one or more of the Taskforce's Three Public Health Risks.
* 25 Volunteers who work in a Specific Industry Group which are exposed to anxiety and stress and Depression such as NSW Nursing and midwives or NSW Teaching Federation etc [could be held in another State(s) or ACT], and * 25 Volunteers drawn from amongst the Disadvantaged and Disabled by seeking the assistance of renowned humanitarians [referred to in Section 16.(c)] to garner 25 Volunteers from amongst the Disadvantaged. * At least 25 of the Volunteers would need to be from amongst the Disabled and Disadvantaged. * Of these 25, at least 10 would be Indigenous Australian adults which would establish a LDRREG on a selected isolated Aboriginal community in Western NSW or Western Vic. Head Consultant For Pilot And Two Research Programme would spend up to a dozen weeks during the 10 Months Tenure Of Primary Research Programme with the 10 Indigenous Australian adults Volunteers on their remote aboriginal settlement in Western NSW or Western Vic to provide the necessary emotional and physical support so that they maintained dedication/commitment.
Footage in the RTV Promotion titled "Hilly Rides Challenge" of the 10 Indigenous Australian Volunteers who formed their own LDRREG, with the support of the Business Plan Developer in his role as Head Consultant For Pilot, Research Programme and supported by the Research Programme Team, would be well worth the cost provision within the Primary Research Programme Budget for the YELP SPV including 10 Indigenous Australian Volunteers. It would also greatly enhance the impact of "Hilly Rides Challenge" and provide a marvellous opportunity for the 10 Indigenous Australians to secure an exemplary personal profile by successfully completing the Two Legendary Endurance Cycling Challenges. A successful 21½ Months Tenure Of Pilot is predicated upon progressively sourcing up to 20 RECs from near the Venue Of Primary Research Programme for the Pilot and 10 Months Tenure Of Primary Research Programme who each possess Eleven Sport Administration Attributes, in particular each - (i) has +10 years voluntary administration experience in at least one of the 9 RREAs; and (ii) is familiar with the Training Procedures for at least two of the 8 remaining RREAs. RTV Promotion of Hilly Rides Challenge delivering the Visual Content Of ABC1's Three x 60 min 'Team YELP' RTV Promotions from the results of the Primary Research Programme (as part of the Pilot) will represent a Cultural Social Change Less Reliant On Economic Materialism. VI. U.S. TELEVISION DOCUMENTARY PROVIDES A TEMPLATE OF YELP Section 16(j) explains a precedent for YELP, namely a 'Case Study' titled "Marathon Challenge" of 13 interested adults with varying ailments (from HIV, Type 1 Diabetes, Depression, divorce, Obesity and post-fatality trauma) who accepted a Challenging invitation from a team of 'Clinicians', 'Sports Therapists' and a Public Broadcasting Station to form a LCCBSG to train for and tackle a RREA, namely to run the 42km 2007 Boston Marathon in 9 months time. PBS' Case Study 'Team Nova' 2007 Boston Marathon is a template of the Hypothesis to be tested during the Primary Research Programme as part of the 21½ Months Tenure Of Pilot to measure using Return On YELP Capex Software the Hypothesis' scope to reduce Fifteen Problems. BBC2's Beyond Boundaries is another template. Marathon Challenge and Beyond Boundaries proves, inter alia the 'Power of positive thinking' amidst adversity and Section 16.(j)(ii) shows that the Hypothesis reduces the Fifteen Problems, which include the Taskforce's Three Public Health Risks, in particular that the Hypothesis can Empower An Adult To Better Control Their Stress Responses thereby being less reliant upon anti-depressants because Interested Adults have developed an exercise driven purpose within a LCCBSG which accords with Second Basic Component Of CBT. VII. DELIVERING NEW PRODUCTS TO ADDRESS THE 5TH STAGE OF 'FIVE BASIC STAGES OF CHANGE' The 4th Phase of the Four P's of Project Development, namely Product entails Annual Challenge Series Competitions, delivered by the YELP SPV, to motivate, recognize and reward Interested Adults for leading a Local Community Healthy Lifestyle. The first such Annual Challenge Series Competition is described in the Information Memorandum. It is an Annual King of the Mountain Challenge Series in each state capital entailing individual time-trails cycling up majestic, verdant climbs on the perimeter of Sydney where the winner of each Age Division Category, both 'Male' and 'Female', Abled and Disabled Categories, is awarded a converted King of the Mountain Polka Dot Jersey and King of the Mountain Medallion which thousands of enthusiastic KOM Climbers would train diligently to win to recognise being the fastest KOM Climber in their Age Division Category in their state. The Annual King of the Mountain Challenge Series in each state capital city will motivate tens of thousands of Participants in Recreational Road Cyclists, Road And Track Cycle Racers, and Mountain Bikers across Australia to aspire to Qualify to compete in an Annual King of the Mountain Challenge Series in each state capital involving (very low risk) Individual Time-Trials up majestic, verdant climbs to be launched on the perimeter of Sydney at weekends on lower traffic roads, where each Age Division Winner, both 'Male' and 'Female', is awarded a converted King of the Mountain Trophy (comprising a King of the Mountain Polka Dot Jersey and a King of the Mountain Medallion) for their Age Division in recognition of being the fastest KOM Climber in their Age Division in their state. Tourism Australia's provided the Business Plan Developer with a letter of support for KOM Challenge Series.
Summary Bullet Points of the Information Memorandum notes - * Following a successful rollout to 4 Australian cities in 2011, opportunity to propagate the Annual King of the Mountain Challenge Series via the internet, to Bicycle Organisations and their 'Environment' and 'Health' agencies in 50 large cities throughout USA, Europe and Asia by end-2015 to evidence Australia providing a blueprint to Materially Alter Lifestyle which is adopted in other countries. * Hundreds of thousands of Interested Adults across Australia competing in a regular, rigorous, Challenging, healthy local sporting activity amidst a LCCBSG which equally strengthens mind and body to enhance QOL, whilst still relying on traditional medical prescriptions to offset the possibility of cardiac arrest, stroke, arthritis etc amongst older Cyclists. Mindful of the 5th Stage "5.Over time, attempts to maintain the new behaviour occur (maintenance)" of the Five Basic ‘Stages of Change’ and Government's earnest commitment to encourage a Local Community Healthy Lifestyle, merit exists in the Department of Health & Ageing awarding the above-mentioned KOM Polka Dot Jersey and Medallion to Age Division Winners, both 'Male' and 'Female', Abled and Disabled, at each of the 7 state Annual King of the Mountain Challenge Series. What better way for 'Health Departments' to display, not only to their constituents but also Climate Change proponents globally (ie. IPCC), governments focus on encouraging a Local Community Healthy Lifestyle. VIII. ACHIEVES ALL TASKFORCE's TERMS OF REFERENCE AND ACCORDS WITH TASKFORCE's DISCUSSION PAPER IN PARTICULAR ‘learning by doing’; Cashflow and Capex are fundamental coordinates to lending to, or investing equity in, a Greenfield or Brownfield project. YELP is akin to a Brownfield infrastructure project because the Human Brownfield Infrastructure is already built. Many of the human infrastructure presently have low, Nil or negative net productivity and require Capex, via YELP, to achieve Fifteen Benefits Of Materially Altered Lifestyle. The Equity Contributions for the 21½ Months Tenure Of Pilot, incl the Preparatory Research Programme and the Primary Research Programme, is Capex. The Primary Research Programme is to test whether further injected Capex by the YELP SPV will be money well spent on the Human Brownfield Infrastructure, meaning how much Propagating YELP will improve Australia's Cashflow of its Human Brownfield Infrastructure by - * reducing the Adverse Costs of the Fifteen Problems; and * Increasing Productivity, including Increased Tax Contributions by Extending Labour Force Participation. Results of the initial three of the Four Hypothesis Test Reports would feed into Return On YELP Capex Software to measure the effect of the Hypothesis on the 50 Volunteers which is paramount to any recommendation to the Interested Parties (from the Research Programme Team and the Head Consultant) to Propagate YELP. Results from Return On YELP Capex Software would be extrapolated into the Base Case Financial Model to forecast the Economic Return On YELP Capex and change in Cashflow resulting from fiscal allocations for Capex on Human Brownfield Infrastructure from Propagation directed at the Target Market and Target Age Groups for Rigorous and MREAs to achieve the Propagation Forecasts And Targets. Why YELP is a Business Plan and not solely a Primary Research Programme explains - (I) the economic merit of the 21½ Months Tenure Of Pilot and the subsequent Propagation Phase, with a - * 44,000 Interested Adults by end 2014; and * 100,000 Interested Adults by end 2015 - as explained in Propagation Forecasts And Targets, becoming Participants in LDREGs across Australia being delivered by Two Major And two Minor Public Equity Holders which Capture Complimentary Synergies under a PPP with 12 Private Sector Equity Holders which Harness Private Sector Infrastructure & PPP Skills for the Two Purposes Of YELP SPV; and (II) why the Pilot Goals, Forecasts and Predictions and scope to Propagate to a further 70,000 Interest Adults by end-2015 are largely predictable, especially as Climate Change took such prominence as 2007 unfolded, whereupon Australians are keenly looking for ways to reduce their Personal Carbon Footprint and become physically fitter at the same time. PBS' Boston Marathon Challenge Documentary provides a valuable template of the predictable outcomes of YELP. Apart from the benefit to Brand Name for the 12 Private Sector Equity Holders providing explicit skills to the YELP SPV to reduce Fifteen Problems, an auxiliary benefit is that developing YELP as a national programme which reduces the Fifteen Problems particularly cheaply that will Materially Alter Lifestyle to induce a Local Community Healthy Lifestyle, which utilises Return On YELP Capex Software. YELP therefore represents valuable Intellectual Property for the Equity Holders because governments across the globe are faced with the same immense task. IX. YELP SPV HAS EIGHT YELP KPIs |
