He agrees with the NATSEM report urging
Government to take 
action on the 
Social Determinants Of Health 
"outside of the formal health system"
to reduce health inequalities which is a matter of

Inclusion, fairness and social justice, in order 
to enable all Australians to enjoy the 
"freedom to participate equally in 
the benefits of society". 
  
Many 
socio-economically disadvantaged 
Australians, who through no fault of their 
own, were born to parents with poor parenting and/or poor money-management skills, 
and who may not encourage them to eat 
Healthy Foods.  
Theses same 
socio-economically disadvantaged enjoyed limited 
Social Infrastructure to improve their 
QOL and
Personal Health & Fitness.  
Hence, these Australians are less fortunate than those born in high 
socio-economic regions, 
who often enjoy the opposite fortunes.    
  
	
The 
								
								Writer also agrees 
that - 
(i)       
"Government action on the social determinants of 
health and health inequalities would require a broad 
investment, a focus on health in all policies and action across the whole of 
society."; 
(ii) 
       helping 
people to finish school, to gain secure employment and to better participate in 
society would evidence more Australians remaining 
healthy and thereby save taxpayers billions of dollars; 
and

Social 
Inclusion agendas should adopt a “health in all policies” 
approach to require decisions of
government to consider long-term health impacts. 
  
  
However, he considers that there is a lot of 
optimistic 'blue sky' in the financial forecasts for 'Gains in 
employment', 'Increase in annual earnings', 'Reduction in income and welfare 
support' and 'Savings to the health system'.  
  
  
The below two recent ABC1  7:30 reports 
highlight that millions of dollars of taxpayers monies to provide some of the 
broad range of “health in all policies” have 
been 
very poorly expended in seeking to assist 
socio-economically disadvantaged indigenous 
Australians in

the significant community outrage over cruelty in cattle slaughter in Indonesia last year.  As

Patently, tackling socio-economic inequalities by Government 
'hand-outs' is highly cost-ineffective.  People invariably value something 
more if they have earned it, rather than been given it.  Hence, 'providing the tools
under a supervised 
and monitored competitive social environment'  to 
enable disadvantaged to aspire to better themselves is advantageous when opening the 'public purse', 
particularly as casual empiricism 
suggests that many socially disadvantaged become 'Welfare Dependant' 
from 'hand-outs'.

and ended with a profitable vehicle tunnel which alleviates traffic 
congestion on Sydney Harbour Bridge by generating tolls to repay its 
lenders.   
His private life/former work life 'CV' is at

He evidenced 
a large number of people with diverse skills contribute their particular expertise to create 
new infrastructure under a 'structured project finance loan agreement'.  Hence, to assist 
socio-economically disadvantaged

he believes that the
