Section 18 explains a purpose of the Pilot and Primary Research Programme is to measure the Economic Return On YELP Capex from Propagating YELP to 70,000 additional Participants across Australia by end-2015 who are presently leading a Sedentary Lifestyle and afflicted by one or more Lifestyle Related Chronic Diseases caused by the Taskforce's Three Public Health Risks - explained in Propagation Forecasts And Targets.
Section 16.(j) reviews a 'Case Study' of 13 volunteer adults in/near Boston, Massachusetts USA with varying ailments (HIV, Type 1 Diabetes, Depression, post-divorce trauma, Obesity and post-fatality trauma) who accepted a challenging invitation from a Team Of Clinicians And Sports Therapists Supported By An RTV Producer to tackle a rigorous sporting activity as a challenging exercise distraction, namely to run the 2007 Boston Marathon.
The post-Marathon report in Section 16.(j)(i) and the testimonials from each of the 13 volunteers in Section 16.(j)(ii) attest to the diverse emotional and physical benefits due to the intervention of endurance jogging to achieve a Challenging goal. Annexure C(i)(a) asserts that relying on the Traditional Role of Democratic Government, Government is able to address the "risk factors" and "protective factors" noted in A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010 by implementing "B." of Annexure C(i)(a), which does not require the collective "strong will and sustained action by (all of) individuals, families, communities and governments" and can be completed for a relative pittance due to -
i. Twelve Low Cost Propagation Initiatives; and
ii. the roll-out plan has been prepared by a seasoned sports administrator who has Project Development and I.T. skills.
Annexure C(ii) contend that the 'Principle of Comparative Advantage' supports GPs referring interested GP's Patients with any of Five Lifestyle Risk Factors For Chronic Disease to a REC to implement the below Final Three Stages of Lifescripts' Five Basic ‘Stages of Change’ because GPs don't have requisite time and most GPs don't have the Supervision skills - ipso facto it is not cost-effective for GPs to action the following 3 stages:

attempts to maintain the new behaviour occur (maintenance).
